That is a hydraulic pump of some sort.

Yup, hydraulic pump. Maybe for something like a Porta-Power? Looks portable.
A pump for a tilt cab truck is highly likely, he drove over the road for about 10yrs.
I appreciate the help. I'm sure there will be more mysteries, he had literally a ton of tools, materials, and hardware. He was also an electrician, so there are hundreds of switches, instrument lights, and just miscellaneous things. So far I've found about 5 gang box knockout sets.

Right now it's a pile of dirt. Wipe it off, maybe there's a label on it somewhere.
