Why can't VCT get cold?

Reading the Armstrong installation instructions, and it says VCT is not recommended for environments below 60F or thereabouts. What happens - it comes unglued? If so, why? Breakage because it gets brittle? Shrinkage?

It's plastic. It gets brittle. Installations need some time for the glue to set as well

The other issue is differential expansion - the tiles shrink and swell in temperature fluctuations and pop off the adhesive.
