I've seen these spinners a few times lately for sale. What exactly are these things ? basically just a simple toy to keep somebody pre-occupied or some type of game ?

Actually, spinners were intended, or at least utilized, as an ADD or ADHD aid. the idea was, let the child use the spinner, to release "energy", while not disturbing those around them. Think about a duck on the water. Looks calms as can be, but under water he's paddling like crazy.
Our school wanted to label our daughter ADD and kept hinting at meds to resolve it. I told them school calls it ADD and at work we call it multi-tasking... I'm not saying meds don't have their place, but it's a knee-jerk reaction to any student who has the slightest issue with focusing. heck, coffee is probably the first "med" I would try, then Mountain Dew. I know it sounds crazy, but caffeine and energy drinks actually calm a child that has high energy. A cold drink should warm the body and hot drinks cool the body. The reason is that the body's system reacts to the drink temperature and moves the system in the other direction. The same thing with children with energy. They have too much of the chemicals that cause the energy, so if you overload them, the body reacts in the other direction, calming them down.
Biology lesson over. Carry on with the very cool spinner idea! BTW, if every inventor was dissuaded by time spent, etc. we would be making fire with rocks. There are so many inventions that were mistakes, created during the process of the primary invention, which may or not have been worthwhile.
But please don't let my daughter see the spinner idea. She's done a bit of R&D on slime and her slime business is booming. She wants a Paypal account to expand sales... Spinner manufacturing could derail her success. The kid has no time for TV. She's hands on. then again, maybe I share my workshop space. The slime wreaks, so I don't want that in my shop, but making spinners should be oderless!
