Friend of mine is in one of the Ca flood zones right now. He got a gas leak between the meter & the house.... 1300ft away. Gas company showed up today, cut his gas off & said "Call us when you find the leak"...
Better than the alternative...

I see CSST coming through the floor. I don't see a floor flange.

But you can’t see what the CSST is connected to. I initially bought the water heater pipe was just black iron coming out of the wall, as there is no connection shown.

Blow it up. You can barely see the red handle of the shut off valve sitting behind the water meter.
So the CSST terminates at a 90 to the right, a shut off, a 90 down, a tee feeding a drip leg and an appliance supply.
Use the force.

The thing about that post that hits me as odd is the distance from meter to panel. I've always seen meters at the house
If there is a huge set back, I can see the reasons for a meter so far from the house.... primarily the reason ZX mentioned. Now more than likely, who has a huge responsibility to repair the line.

Locally, gas meters were installed in the basement of the home. It wase later changed to outside meters. As services need work and attrition, those inside meters are moved outside.

Dave is saying there are 2 kinds of CSST. I find that to be true. The iron pipe sediment trap and connection differetiate each from the other. The one going through the floor is jacketed. It may be legal.
I do see that is it GASTITE, however it is the old out dated and not the new update to date lighting proof ccst.

I do not know local codes for this area, so it would be a speculation for me to say if its allowed.

Not really....
I am saying there is CSST (and there are many brands etc.) and there is also gas connector. Both are corrugated. But one is not the other.

Sometimes folks call the gas connector pipe CSST. I think you are doing that in your post - apologies if I got that wrong.

As for CSST going through the floor - I expect to see a floor flange used at the floor penetration.
I don't expect to see gas connector going through the floor.

It seems to me in warmer climates is pretty normal for the gas company to set the meter right off the street. The run to the house in on the homeowner. I see it often in the south.

Why would climate matter for a natural gas feed?

No idea. All I know is in the north country I see gas meters at the house, down south, out along the street. No idea why it would make a difference. The gas sure doesn't care.

Interesting. I have seen water meters out in the lawn in warm climates, but never noticed a gas meter.

In VA, from what I have seen, they are on the house, including mine

Just a guess here --- but in the Northeast I see mailboxes wiped out by snow plows. Are the Southern gas meters above ground?

As stated - the gas company would like to have the underground line to be paid from the customers wallet.

The gas meters are not right on the street, maybe 25 feet off. I am guessing just off the right of way for the street. If a snow plow hit one they better pee test the driver!

Gas connection flex lines are CSST here. Well, the inspector called it that.
I don’t recommend correcting him.

Funny thing is CSST was developed in Japan because black iron didn’t survive their earthquakes.

I wonder where else there are earthquakes…..

Obviously the professionalism of installing things correctly has gone out the window, working in the union plumbers and pipefitters trade I feel sorry for the people that are having work done like this and they think it’s all right nobody cares, they got hot water, cold water ,toilet flushes Who cares
over the last 30+ years I have trained , go onto updated classes to try to protect the public health to the best of my ability. I am old school copper pipe, threaded steel gas lines and or welded.

I hate to say there is probably nothing code breaking in the OP's picture, unless there is a part about being installed in a "neat and orderly fashion". The inspector I worked with in our city would have failed all of it and chewed the guy's ****.

You are not missing anything. Those red and blue pipes are for water. My underground NG line to the garage is Arctic Orange.
Look carefully and you might be able to see the steel gas line as it comes out of the wall behind the water meter.
Look more carefully. See post 53. The steel gas line is fed from the orange CSST. It does not come out of the wall. The red valve handle is just barely visible behind the water meter.
