Found on rural dirt road, my friend and I are thinking maybe for tire chains? Has "W" and "B" with some cone like looking design between them. Pipe added for leverage.

That logo on yours was really throwing me, looks like a headless fish with the tail fins still attached. But I think it’s an old fashioned Fire Chief’s megaphone.
