I don't have a milling machine vise. Saved from scrap yard. Maybe someone could use it?

+1 Definitely a swivel base for a milling machine vise and yes someone could use it. An indexing plate will most often have many small holes in it or holes/slots on the outer periphery like these. There are other flavors of index plates/rings but these are the most common.
