They look like pin punches of some kind to hammer something in. And I'm guessing the rear cutout is for a punch holder to grip around it.

Reminds me of a tool to hammer concrete anchors down into a newly drilled hole.

They look like parts from a valve seat cutter system where the pins fit into valve guides for proper alignment but I don't think that's it because some of them are just too big for that. Are they hollow or solid?
