Tool to Pool Penetrating Oil

Is there a tool to aid in pooling up penetrating oil around something? Like some kind of boot or something that is water right that I can put around some bolt that is rusted in.

So I spray and create a reservoir around the fastener and the fluid stays around the part I'm trying to unseize and is contained penetrating the threads, instead of dispersing around it.

I keep a few old spark plug wire boots handy, just in case I need to replace a torn boot, but I can see where this might work in your application, although in limited circumstances with a small-ish fastener where you have access to its entire circuference.

Otherwise, perhaps a section of old bicycle inner tube may be improvised to create a temporary seal around a fastener?

Sometimes during the great acetone /ATF Discovery, it was mentioned that the evaporation of the acetone made the ATF wick into the joint better, so it was preferred not to pool the stuff.

Not sure if this applies to other products.
