Hello,
I just moved into my first rental house. It's brand new, I'm the first to live here. I noticed moisture on the sides of my garage. Is this normal?

A lot of time in this new construction the builders pressure wash the floor in the garage and it seeps everywhere. I follow a few home inspectors on Instagram and they all see it. Is it just on outside walls or interior walls as well?

We have been in here for about a month and a half, it's been pouring outside for the last few days and this is the first time we noticed. It's on the outside wall of the garage only.

Sounds like you've already identified the cause being from outside the wall.
Verify proper grading away from the building and that any gutters and downspout routing is installed properly..ie not dumping water against the structure.

Good advice.

Is this a 2-story? I had a house with a leak like this once, it was the threshold on the exterior door on the 2nd floor directly above the garage.

Whatever it is, it ain't right.

A rental so the owner or rental agent should be notified so further damage is avoided and you don't get blamed for it.

Yeah, I’d put it in writing to the owner or an agency. No harm and they want to know. I’d also put a fan on it to dry it out.
