Weird tool identification "HELP"

Howdy folks, I'm really stumped here. I've tried google image search, bing image and a few others.. There are no marking on the tool at all (at least that I could find). Any help on intended purpose would be much appreciated.

The teeth on the "cogs" are not pointing in the same direction. It seems therefore that it is designed to grip something rather than to rotate around something.

So I've taken it apart, it's all steel, the "cutters" are mounted on spring loaded bolts, assuming so they can spin/rotate. As mentioned, they are/were in opposite orientation. Considering both sides of both handles are knurled, and the twin sliding posts, it seems designed to be used with two hands. I was kinda thinking a pvc cutter, wire insulation cutter, or holder of some sort, maybe even a type of oil filter wrench. But since the wheels can spin, maybe a debarking tool? Knurl tool for wood? Still stumped...

Knurlung was a first guess, but no way it would work. Debarker, maybe. Annoyance, absolutely.
Using this to clean pistons? Not even Detroit
