Another unknown

Another 75 cent Re-Store find. It is a 1/4" drive spinner with an odd twist. It is quite heavy, has a removable base plug and instructions to set a 5.5 inch pounds. Anyone have a clue?

I've been wrong before, though.

I don't know how it works. It is either broken or froze up as I put it in a vise and can't get any "action" from it.

Browse the above link of preset torque tools. We used them in the electronics assembly line to install fasteners to a preset torque. They are used where critical fasteners and clutches or other friction devises are assembled. Not a common general use tool box item but for specific work.

Got a little rougher with it and got it to "trip". It sure feels like more that 5.5 inch pounds. With work either direction.
