I could well be mistaken on this one, but I don't think I am. I can't make heads or tails out of the "NISH" part. I can only assume it's the end of "FINISH".

I would try chalking those letters and shooting them with a light moving around at a very low angle.

There's obviously a lot more letters there and it might even be double stamped but you can probably bring the letters up a bit more.

Railroad finish could be a pretty good guess
