I've seen a similar tool used to line bore the undercarriage bushings in P51 Mustangs..

It is a boring bar for small bore cylinders, perhaps motorcycle/small engines.
Does the manufacturer plate say VanNorman" or "Kwik-Way" on it?

very nice unit. if you can verify is bores a 'square' (to the deck) bore its worth $400 to $750
you need to have the tooling cutters and the setup indicator
