My home garage floor gets damp under anything you leave on the floor (no need to tape down plastic here) been wondering wont any type of floor cover
cause problems ? as in trapping moisture. I wonder if ceramic tile would stick or if it would "pop" up when the ground gets wet ?
Been looking at BIO SEAL , any thoughts . thanks in advance.

I don't know that you will have much luck, but I would read up on Supercoat. You can buy it from Sam's Club cheaper than from them direct. Only reason I am suggesting them is because I know they talk about how their product "breathes".

Go with a modular type floor like Race Deck and you will never have an issue with moist floors.

First question is whether the moisture is coming up through the slab or condensing on a cool slab due to moist air - I take it "PNW" is Pacific Northwest which is sort of known for moisture...

I get condensation on the slab in the spring when the slab is cool and the air starts turning warmer and can also get it in the fall and through the winter if it has been cold and warms up for a day or two. With the radiant slab, I just warm it up a bit to "burn off" the moisture.

I was wondering about the moisture coming up and being trapped underneath and maybe have a mold issue ???????

I get moisture from through the slab , as its obvious when I pick up anything thats been sitting on the floor , I get an "outline of moisture" almost a shadow if you will .
I'm hoping some drain work outside the foundation will help , but the house is 10 or so feet below street level , so I think I have to live with it . But still interested in options .
