modern files are made by a process of broaching, followed by heat treating and water quench. i live less than 50 miles from a Nicholson plant and was in this facility quite frequently with a former job.

Lol, but yeah. The early ones were made by hand with some type of cold chisel.

Maybe a little off topic but back in a machine shop class from probably 10 years ago I watched a video of a guy take a standard drill in a drill press and try to drill though a file. Didn't do a dang thing to the file but he gave a pretty good go at it to make sure and dull the drill. He then resharpened the drill and did a controlled treatment in a heat treat oven and then a controlled quench. Put the bit back in the drill press and punched right though the file with it. I think the guys point though was actually the LOSS of hardness of your tool bits through not controlling heat during your machining operations. I can't remember.
