What is this tool?

Merry Christmas everyone and happy holidays.
I still have not been able to figure out what this tool is designated to do as well as a manufacturer. It does have an outline of a key and the letter 'MC' in the center of the key. It does ratchet when handles are squeezed together. It seems to say "McKEE ... HOLDER", but that's all I can make out due to it's age. Any ideas?
