Any one have an easy way to strip black krinkle paint from a tool box without sanding? Like maybe the soda blaster thing with different media? Any suggestions or am I stuck sanding thanks

For something that small use Klean Strip's KS 3 premium paint stripper. Wear gloves, brush on, leave about five minutes, use a plastic bristle scrub brush to scrub off.
Its a little messy but it will take it to bare metal with no effect on the metal at all.
I have refurbed entire milling machines useing this to strip the paint down to the casting.

Soda blasting can wreak havoc if you are planning on repainting. Just ask the guys who have had sheets of paint fly off their car after soda blasting/repainting.

Im just going the sanding route, seems simple enough. Anyways next question can i reduce valspar paint with acetone? I'm a paint noob so thanks for dealing with me.

i'd really recommend the paint stripper... either brush on or spray on... it is SOOO much easier than sanding and it will do a much better job... if you sand by hand you'll want to commit suicide later, and if you sand with some power tool, you risk going too deep or unevenness. the paint strippers do their magic and only the paint comes off.
