Clean out and line the drawers, maybe the badges and run it as is. I love old patina like that.

Restore it!
I'd sand it down and give her a repaint. It's been painted atleast once and I'd do it right this time.
If you sit it atop your HF box, I'd try to match the paint to that box.

If you can do it right, restore it, keep the same color scheme though. Diggin the handles.

I just cleaned up a Kennedy box that I'd originally planned to restore... it was a lot rustier than your Proto and it turned out much nicer than I expected, so I'm planning to leave it as is for now.
I've had good luck going over it with steel wool and some PB Blaster or WD-40... then some simple green and a coat of wax.
If you do this and don't like it, it's easy to just clean and paint it.

Restore it, that box doesn't have *patina*.. what it has is a **** rattlecan paint job..
