Clark Brothers pipe vise???? what is it?

Been clearing things out and I found this. I recall buying this a while ago and doing some research (very minimal) and this company ended up possibly being bought out by a company that was later picked up by Ingersol Rand (again this may be wrong)

Any idea exactly what this tool is for?
