It reminds me of a bicycle headset bearing cup removal tool. Is the nonflared end a striking surface?

If it is it would be the first time I saw a striking surface with characters stamped on it, they would be obliterated in short order. The thread title characters are stamped in a circular pattern similar to a headstamp on a small arms cartidge.

It does not have any signs of someone smacking on it.
