Unusual MAC Tool.. Anyone?

Found this at the bottom of one of my drawers and not sure what it is and what it's intended purpose would be for.
I must've gotten it with one of my many hauls and never noticed it.
Does anyone have any info or ideas? Part #RL-RA10

And this Snap-On tool, looks like its a conductivity tester but not sure why it has a hard handle and looks like an awl at the end. It reads '50v DC Max' on back end.
Any info on this either? Part #EP3

I'm thinking it may be since that button on the bottom is connected to a metal string and allows the top portion to seperate downward.

The Snap On tool is a shank. The plastic cover is for protecting "sensitive body parts" when attempting to conceal the shank. Snap On thinks of everything!

Looks like it could be handy for holding open a throttle or maybe pulling back a parking brake spring? Where is the rest of it? Just guessing here.

The SnapOn tool is for clearing a hole in a tire so you can run a plug through it...

I could be wrong on the Mac, but I am pretty sure it is a Rochester linkage adjusting tool (for those goofy ones like the Varajet that you have to bend the rods on).
