I bought my house about a year ago and it has two main panels/meters. One is in the garage and supplies the house and the other was supposed to be the pool pump control. It also has what seems to be a motor starter (pics below) that doesn't seem to control anything. The pool pump is on another breaker. What are these used for and can I just remove it? properly of course.

it doesn't look like anything is connected to the load side. if you have no need for it i think you will be safe removing it. as for what it's purpose was, that is anyone's guess

If the four black wires from the two breakers are the same four that are connected to the top of that controller switch, then they can be safely removed since the breakers are off.

Where do the black and white smaller gauge wires originate from?
They should be controlled by a switch somewhere, as they are the trigger wires for that controller.

If you have no use for it, I could use it for a cheap enough price.

The black and white wires come from a cut off box right above the motor starter housing, which is locked in the off position. Above that is an empty meter socket which has conduit running from the top of the actual meter. I tried to take the fake meter panel off and arcs flew everywhere. As far as selling it, i don't need it but have no idea what its worth.

Not knowing if it works or is functional, I'll give you $10 plus USPS flat rate shipping of $11.35 for the switch alone, removed from the box it is in.

What did you try and remove and sparks flew everywhere? Sounds dangerous man. Be careful. Take a pic. "Fake meter panel" sounds bad.

when opening the panel the lid fell off and fell against the meter socket inside and arched. it was my own fault. it was just a meter panel box with no meter in the socket, just a plastic plug over the hole.

Steevo: sound like a deal to me, however Ill have to see if it fits an a medium flat rate box.
