It looks like a valve spring compressor to me. The "C" frame is too light for a c-clamp. The fork is from a valve spring compressor for sure.

I think that all of the long bits are missing, as are the pozidriv and most of the various philips. It's got all of the torx and a three or four smaller hex bits. Anything else I'm missing? It's got the 1/4" adapter as well.ShadowRuleZ, I have had that same screwdriver since mid 80's and still have all original bits. Don't have the box for it (anymore) though. It gets used some too, it's my favorite screwdriver.

Find a donor handle and replace it...
I've got an extra Snap-on hard handle in black that would probably fit. Post a larger picture of the chisel holder!
