Unusual vise on CL

I just seen this on Bloomington,IN craigslist. What kind of vise is this? Never seen one like it before.

looks like a fast action cam lock type. You drop the workpiece in then push the jaw up to it, then lever on the (broken) side lug, which operates a cam to tighten and lock the sliding jaw. There are machine vises which use a similar system.

I'm not going to buy it but.....WHY???, does that not show up on my CL listings? I check CL 5-10 times a day just waiting for that big score.That happened about a year ago with a SO tool box, I saw it here (GJ) and searched CL...nothing came up, crazy.
