It is a birth defect that happens in 1 out of 10 million births of pliers. I believe that there is a hospital in Texas that specializes in separating the conjoined twin pliers. The surgery isn't going to be cheap, however, if successful, those pliers will go on to live a normal and productive life in society. Their life expectancy should be that of a regular pliers....

You're right on the 1/4" drive, but the business end is not sharp at all.

the 9473 is probably a drain plug socket. If its a 11/16 its for a Hudson , used to hold and turn the drain plug on fluid clutches.
Don't know, but they should still make them! I'd buy them, they'd be really handy in a tight spot.
