Howdy, I rebuilt my hein-werner os jack today. It pumps up beautiful but will not release. What did I miss?

Every system I tore down, I rebuilt, and reassembled before going to the next system. The release gear is all the way on the splines and the packing replaced. The needle is threaded on the shaft and raises and lowers, so far as I can tell anyways. I am rotating the gear by hand, the jack is still disassembled. I am using the drill press to try to push the ram back in.
I believe in testing things before total assembly.
You don't think that I could budge the ram in a drill press?
The only way the piston retracts is if I pull the valve all the way out.
That would be my problem, it doesn't matter how far or which way I turn the valve, the piston doesn't budge.
I had to get the parts sheet to understand. I threaded the stop all the way into the block.
