As far as I know, Bonney did not make standard combination wire-cutting slip joint pliers in the "B Shield" {B} logo era, and I've never seen an example of any other Bonney tool with a "-B-" logo. Bonney sold standard wire-cutting slip joint pliers later, but they were made by Crescent, as were their adjustable wrenches, and bore the BONNEY logo.
It does look wartime vintage (either natural steel finish or possibly cadmium or nickel-plated), but if it's a wartime manufacturer, I've never seen it before. Not saying it's not, just that it would be very rare, not a known brand. (Assuming those are 6" pliers, they are in the on-board toolkits of every truck under 2-1/2 tons made by GMC, Dodge, Ford, and Willys, and those pliers suppliers are all known.)
If you don't mind disassembling, Jeff, sometimes there are forged-in model or die numbers on the flip sides of each half near the joint.
