Going to agree. If you look on the right side under the wheel, there is a machined flat spot. The other side doesn't have the same flat.

I didn't see that until you mentioned it. But the left handle seems as if it may be up against a ring or flat surface, mounted somehow differently than the right.

It's a t-ratchet. Like a t handle except a ratchet instead of a simple socket holder.

A while back I had to throw away a bunch of ratchets because the handle was on the wrong side. This would have solved that problem.

Yep. That was my second thought. Does anyone make a ratchet that has Fwd, Rev, & Locked?.........I've had some FUBAR ones that work that way when you don't want them too. lol

but for the OP model, manufacturer didn't want to made complete new tooling and re-used/modified some ratchet forging dies they had lyin' around.

or maybe something else.
