Gentleman I am toying with a outside HPS light today. I noticed it was cycling even in the daytime. Replaced the photocell and its still cycling. Replaced the bulb and it stays on even in the day with new photocell installed. Replaced the starter and the light still comes on even in daylight. This is a touch one. Where do I go from here?

Cycling is a symptom of a bad bulb.
Staying on in the day is probably a bad photocell.

I would double check the wiring of the photocell.
I once had the symptoms you do and it turned out to be I had swiched the red and black leads from the photocell somehow.

Yes ,double check your wiring and you may have fried the photocell.
