Backwards Craftsman ratchet

I'm no expert when it comes to vintage Craftsman tools so I won't be surprised if I'm wrong...... but isn't this "rare ratchet with the lever on the inside" just one where someone got a little distracted and put it back together wrong?

It is, but some people do intentionally reverse them.

And, of course, idiots abound on eBay (and everywhere else).
