In my experience blueing doesn't help one hell of a lot!

The quality of the steel in the pliers does! I have a couple of 'clunker grade' pliers by CK, not bad tools for the price, but if I ever leave 'em out unprotected they seem to rust overnight!

By contrast, my plain steel pliers from Elliot Lucas, Record, Snap On and Knipex show no tendency to rust at all, though most of 'em have been given a serious polish at some point in their lives, which also seems to help!

If you get an ongoing problem it may be worth investing in chrome plated pliers! I've got a couple of pairs by Knipex and they are really quite nice!

Actual bluing can help, but the cold bluing you're probably talking about is mostly cosmetic. It's also really thin and will scratch and wear off very easily.

Try parkerizing.
Works well holds oil and is pretty inexpensive.

I was gonna post this as well. Just make sure you do it outside and follow the instructions.

As for bluing. If you actually take the time to do rust bluing it's a pretty good finish. If you're talking about using a bottle of cold blue, toss it in the trash as that stuff is garbage. Good for touching up a scratch...sorta....but not really even then. It's basically the equivalent of coloring the surface of metal with a sharpie.
