I emailed alloy-artifacts about it and they replied:

Your boxocket wrench is one of many "special" tools offered by snap-on/blue point. I don't have any specific info on this one, but have a number of other examples of special tools on the website. The patent marking was used in the 1931-1935 time frame; it's noted on a number of tools on the website here.

I am admittedly a newbie and would appreciate any info you may have.
