Is it aluminum? Looks like a tool for holding a fish while you scale it.

yes it is aluminum. it is made in Japan and has this symbol on the tool

It is definitely fish scaler, fish pliers.

I just picked one up at the swap meet the other day that had a name on it, I think it was "The Fish Something???" But I did not buy it.
