Well I agree the mounting plate screams "latch" but then there is the:
- (guessing) 15 deg of rotation each way from center.
- odd "lever handle" looks like it's also a business end.
- Saddle on the inside part, but the mating part closes that off for some reason...
- The inside of that part has a revers saddle, and no closure on the ends. Coincidence? I think not...
That saddle part might be a forming tool of some sort, but that isn't much of a handle, and the rotating part would seem to make it harder to use for that...
