hmm works for me.. maybe it depends on what store you're logged into? not sure. try going to Tools > Tools on Clearance

Well it does say on the website that changing zip code affects localized pricing, but I changed to Peoria IL and it still comes up as $39.99. Are you on the mobile site or computer?

No I meant regular price is 49.99$, so 39.99$ it doesn't seem to be much of a clearance. It does show up as 39.99$ for me in Peoria.
