The design of that pair of modified Vise Grips is similar to something Grip-On, the Spanish locking plier manufacturer makes.

The Grip-On model I'm referring to is the axial plier W/928-07 model. The grip-On model only has one two jaws whereas your pliers have 3, but they may have been designed for the same or similar purpose. Grip-On describes the pliers use as.

"Clamps lap joints allowing four consecutive spot welds without tool removal"

Thought that too but The spot welder tips would need to be less than a 1/4" diameter for these to do what you described. The ends are welded to the grips but the welds have been chromed with the grips. No numbers or brand mark.

Looks like a assembly line tool or 'service tool' . trade marks look familiar but escapes me. Whatever the use it's been around a long time.
