Those LION are just asking for a fire..

Not really. So long as you don't leave them in the sun, or discharge them all the way down. The pack isn't much more powerful than the LiIon batteries we know and love in our cordless drills, and the current draw should be comparable (if designed right).

I just bought one. My wife was looking for a good cordless USB power pack to recharge phones, etc. The jump start bonus put this one over the other options for me.

Another vote for JNC. Used one daily as a tow truck driver for a couple of years. Highly recommend.

can they be kept in the car, winter and summer?

Lithium loses a lot of performance when cold. It won't hurt it, but if you leave it in a freezing car in the winter, I wouldn't expect it to provide the same starting performance.

It -should- be able to stand some heat. Don't store it on the dash, but if you store it under the seats, I'd expect it to be just fine.

The protection circuitry shuts off current in the event of over-current and provides current limiting during charge, even in the event of modest over-voltage.

There might be some obscure off-brand device that doesn't have a protection circuit, but it's pretty much required.
