Hose pinch off pliers vs hose clamp pliers? Why? When does one want to clamp and not to pinch or .... well you get the idea...?

Those both look like hose pinch off pliers to me.

Hose clamp pliers remove hose clamps from hoses.

Neither. This is a great way to damage the inner lining of the hose.

Depends on the type of hose, but they still have their uses.

On an all rubber with nylon webbing hose, if the pliers damage it, it was on its way out anyway.

On a hydraulic (steel reinforced) hose, yeah, I'd re-consider using one.
Still, when I'm replacing brake calipers, I'll clamp the hose before I remove the caliper, so it doesn't drain out while I have the caliper off. But then I'll replace the hose before I put everything back together (because I figure, if a caliper has aged out, the hose has to be about due for replacement too, and since bleeding is the majority of the work anyway, might as well do them together.)

I have a couple of those Craftsman ones, and like them a lot, but I believe that style was discontinued.

I use a long nose vise grip to pinch off the gas hose, just enough so not all the gas leaks out but not really bite the hose to bits

Smooth jaws might be better maybe just wrap it with some tape first?

Place a two inch piece of fuel line over each jaw. :beer:

I have both styles and like the red handled ones much better. The plastic ones do not seem to pinch hard enough on some applications.

I have both styles. I've never had problems pinching any hoses so far. Radiator hoses are clamped just as easily as smaller hoses.

The Craftsman ones are sold under many brands. SK and Imperial being just a couple. I think there might be some under the Armstrong brand as well.

A little trick I picked up was to clamp the brake pedal about halfway down when doing this type of service. You'll get a few dribbles from the caliper but not much more.

After coating myself in ATF while swapping steering racks I broke down and bought a cheapie set of hose plugs. Something like this, but cheaper and made of Chinesium:
