Do you have to put poly down under the pad with the insulation?

Do you have to, no but most reccomend it. The insulation would be a vapor barrier but it has alot of gaps and such. I think its a smart move to place 6mil poly under the insulation.

I agree.

MEPS and XEPS are both water resistant but will still degrade with extended exposure. Maximise your garage's life, use a vapor barrier.
