I have 50+ of this style ratchet, never seen nor heard of one with a batman style pawl! Any thoughts?

Penens operated under Plomb out of the Bog Manufacturing plant in Chicago from about '43 on. In '63, Pendleton changed the Penens name to Fleet.Twertsy, Penen's was more of a contractor/re-seller to the US Gov than a manufacturer, so not surprisingly that would appear to be a Fleet ratchet just posted in another Ratchet thread:

I've heard they DID had some small bit of Mfg capacity, but it was likely bought from some other company. Most of the Pennins stuff I see is from the vast Plvmb/Proto family of manufacturers
