I have 50+ of this style ratchet, never seen nor heard of one with a batman style pawl! Any thoughts?

Twertsy, Penen's was more of a contractor/re-seller to the US Gov than a manufacturer, so not surprisingly that would appear to be a Fleet ratchet just posted in another Ratchet thread:
I've heard they DID had some small bit of Mfg capacity, but it was likely bought from some other company. Most of the Pennins stuff I see is from the vast Plvmb/Proto family of manufacturers

Penens operated under Plomb out of the Bog Manufacturing plant in Chicago from about '43 on. The info I have (which with this era/companies is admittedly sketchy at best), indicates Penen's started in the mid 30's, possibly earlier, and Bog started in 23, and was acquired by Plvmb in 39/40. I don't have anything showing Penens acquired Bog or vise versa, but Penens was acquired by Plvmb in 42/43 time frame. Penens/Plvmb used the Fleet TM starting about '43, and about '51 they added Challenger. and yes Penens name became Fleet in 63/4
So far Ive been able to track the following early Co's into Proto: Vlchek, J.P Danielson, Penens, Bog, P&C, and General Tool (arm of P&C). I'm sure there is more...

Penens was created out of thin air by Plomb, replacing Fleet as their contract management arm during WW2.
