I am in process of building a new garage. Last summer when the floor was poured I had the 3" pipe sticking out of the forms. The concrete guy just poured the concrete around the pipe and left it. So now how do I affex the toilET flange to the pipe? Thanks for any direction provided.

or build up the floor to the flange. are you finishing the floor or leaving bare concrete? usually, you would have had the cement contractor frame a box around the pipe for you before he poured, but that's too late now...

Or you could have used 4" pipe and put the flange inside flat against the concrete floor. Also to late.
Yep I think your going to have to knock some concrete out. Unless there is some type of 3" repair fitting but I did not see one on the Menards site.

I once had a place where the toilet was done similarly, except that they put the two bolts that hold the toilet down in the wet concrete. There was no flange and the wax ring sealed up just fine. I only found this out when I needed to put in an accessible toilet when the m-i-l came to live with us.
Anyway, I believe that you could drill holes in the right place and use anchors for the toilet.
Very inexpensive.
Very quick.
No breaking up concrete and/or repouring it.
b-t-w; when I replaced the toilet I used the wax ring that had the rubber "funnel" built in.

just get a 3'' inside flange with rubber gasket , push in type. Menard's should have it.

Get the flange the bd1 suggested, drill your holes for your bolts and then use shreaded lead to secure the bolts into the cement.

Remeasure the pipe- maybe you have the size wrong. Or, tell the plumber that did the slab plumbing he used the wrong size pipe for the toilet.
Though you could use the flange that slips "inside" the 3" pipe you'll be plunging everytime you "leave" a dump!

Depends on how cheap the toilet is I think; my downstairs toilet has a 3" pipe (100 year old house) with no flange so I have to use the internal style and I did get some clogging with the $50 toilet the PO put in, but when I replaced the old toilet with a decent one it completely eliminated clogs..
I used an Oatey screw in style:

I have 12 toilets that are on concrete floor. When we have a flange break, we simply get a flat metal flange and use tapcons to attach it to the floor. Then the toilet bolts work just like any other toilet and fit right in tghe ring. We use the typical wax ring. No big deal.

if it is 3" pvc pipe just get a 3" inside pipe flange and glue it in cutting the existing riser flush to the floor with a sawzall.concrete is not an ideal surface for a toilet as it is porous , a few tiles or a marble slab would be a better alternative
