Roper Whitney punches are great for smooth holes in material that would tear when drilled. It looks like the punches and dies are all there.

I have a smaller version of that punch and it's one of the best built hand tools in the history of the world.

I have two Whitney punches in the shop somewhere. I'll try and get some pics of them to add to your post. Though neither of mine are as old or as nice as yours.

This is my 3rd one. I have 2 of the #5's. One is ancient, in the metal box. The other is newer, hardly used at all.
