Only marking is 401A. Seems to be filled or was filled with some type of grease. Has a nice wooden box with the profile routed into it for a snug fit.

I think it is an old needle oiler/lubricator...with the needle missing.

Looks like a push-type grease gun. Used for air tools and chainsaw bar tips, among its common usages.
