Anyway, it's a nice "bow chock". It's something your anchor line runs through to keep it from snagging on things, but can open at the top so you can put the line in or take it out as needed.

Normally, they look like this:

But yours holds the line more securely, so it cannot jump out.
The picture I posted is for the style where a boat would have two, one on each side.
Here's a center mount one more like what you have:

Agreed. I recognize the logo. I know they used to have a plant in Middletown, CT. I don't think it's there anymore. I don't know if they had any other plants.

During the late 70's I worked in a machine shop that made a couple of parts for them. Cowl vents and another stamped stainless piece IIRC
