Building off wall for storage rail

I have a ton of snow shovels, brooms, random yard tools on top of other things in the garage that I want to get off the floor and hang on the wall. Without getting into detail, some compromising has been made and I have a few guidelines I need to follow. The system I was hoping to use is the rubbermaid fasttrack to keep a tidy professional aesthetic in the garage.

My dilemma with hanging anything on the wall is that the drywall/studs are set back a full 5" from the foundation wall. Normally this wouldn't be a problem, but the foundation is about 4' off the floor and unless I set the rack/rests for the tools higher than I can reach they won't hang plumb (I would like to avoid this).

Now without having to build the drywall out another 5", my solution to the issue was to use a 4" block small enough to be hidden by the rail system to project it from the wall hopefully enough to gain some more clearance. My reasoning for a 4" block is that I can grab a 4x4" from home depot and easily cut 6 blocks to size to secure to the 6 studs. The one problem with this is that the rest of the rail won't have any support in between the studs.

Does anyone have any other ideas for me?

I would get all those potential car denting implements out of the garage and into a small storage shed.
I bought a rubbermaid for about $250 at Menards....money well spent!

This is one of the arguments that I used when I wanted to build a shop. I told the wife if a weed wacker, shovel or what ever falls and hits the side of little convertable, the repair and paint job will start to make the cost of another garage look not too bad.

My personal experience is that I have never found a package system that will accommodate the tool assortment I need to hang. What I did in my barn, where I hang my tools, is used a horizontal 2"x6" and I use a selection of clamps/hooks, as appropriate. I use U-hooks, spring clamps, ladder holders, bike hooks, etc.
