They aren't Harbor Freight when it comes to sales, maybe. But as far as quality...

They are the factory/industrial Harbor Freight. Hit or miss, and their misses are by a mile.
I've talked to manufacturers at Apex who were going to visit their customers while in the states. In the category, those who say they are meeting with Harbor Freight often say "and Grizzly". So it's not surprising.

I've seen (and used) a 10% off coupon (mine was in a subscriber issue of Wood magazine), but that has been few and far between. Occasionally they knock a small percentage off as a sale (e.g., $50 off a $1000+ machine).

I just ordered the surface grinder bench top model.
Spoke to several machinery reps and that is the best bench top model.
They might group Grizzly in with HF because it is not Browne and Sharp or Haas.
I have bought the HF logic several times <good for one use> but often it does not make one use. I have had failures in ways you just did not see coming. The hydraulic hole puncher cuts holes but bends the part making it useless. That qualifies as not even one use.
So I have stopped bitching about HF since after the selection of a con man to lead us it seems that most americans are quite happy being coned with junk made in china.

Yes they have sales. Get on their mailing list.

Better yet, go to one of their tent sales.

Grizzly is having a Christmas sale November 1st through December 31st. I just placed an order for a G0771 table saw. Normally $795 marked down to $695 on their website, but advertised in Popular Woodworking Magazine (Nov. 2016) at $655 (pricing code 16POP). When I placed the order the sales people seemed confused about the advertised $655 price, but they honored that price and I came away with the impression that it might have been a printing error in the magazine.

The store in Springfield Missouri has an open box sort of closeout now and then

My boss went, said the crowd was HUGE, and the pickings were very slim.

He bought a spiral planer from them, the first one would not stop leaving chatter marks in boards, no matter how it was adjusted. The replacement was perfect right out of the box.
