Varies by store. At my local store, there is a desk and chair with a computer for public use right next to the customer service desk.
When I visit a store that does not have that table/desk with outward facing computer, I just go to the pro area which tends to have several computer stations and simply use one that is unattended. It is also very common for pro's to use a terminal to check/place orders etc so employees are expecting some of the public to use the terminals. In a past life when I was a Construction Project Manager, I did just that at Home Depot. Some stores tend to be more observant to you using them than others, not sure why but I expect it comes from the top when several employees ask what you are doing vs other stores who never even bother you.
I've found that using terminals in certain depts can draw more attention when you are actually noticed on the terminal. For example, appliance guys never let up once they actually see me on the terminal. I've gotten all kinds of comments/excuses when using one in the appliance dept. "we can get in trouble" "you are not supposed to use this" "what are you trying to do, that is not allowed" etc. Don't know why but in various stores that dept seems more concerned that any other.
Things that greatly help,
1. Be nice at all times when dealing the employee and never demand or imply that they are required to let you use a terminal.
2. Politely explain you are just checking prices on a few items
3. If they ask or imply they need the terminal, ask them if there is one you can use to look up some items on HD website.
I've always been able to use a terminal, with consent, at any HD I've visited.
