Looking for a holder that would hold 8.5 x 11 pieces of paper. These will be mounted on a fence post on fields holding paperwork. What do you suggest would be the best for limiting condensation and keeping rain water out. The paper could be rolled up. I'm thinking about welding rod holders.

Capped pieces of pvc pipe and use Rite in the Rain paper. I have used RitR paper for my field data sheets for years, and you can literally submerge it with no problems. It will also work fine with a laser printer. I like fine tipped sharpies for writing on it.

Have the pvc pipe at a slight downward angle with a weep hole so condensation has a place to go. Otherwise, it has been all said.

Use a welding rod canister. Roll the paper to fit inside.

Bam! Use a laser, and even if it does get wet for some reason, everything will be legible.
That said, photographic images won't be all that great.
