This weekend I picked up a box of old sockets. This came with them. Its an Armstrong 1/4 ratchet with a (broken) swivel pinned to it. It looks too nice to be homemade.

Cool selector switch maybe it is a specialty ratchet but I would lean more towards a custom job non factory you'd be surprised what someone can do with a lot of so are time fit and finish doesn't really mean it wasn't made.

The head "all most" looks like a proto don't it?
You don't mean the broken swivel is permanently pined to the ratchet do you?

I've seen other Armstrong ratchets with the same "mod", which makes me think it was factory made.

It could be my eyes deceiving me, but it looks like there may be a set screw holding the swivel extension onto the drive end of the ratchet.

The swivel has a roll pin attaching it to the ratchet. The one showed in pescados666's post is most likely what this looked like. What is it?

That is the same odd ratchet configuration. They have been posted a few times on the forum and no one had any info on what they are. They pop up for sale online now and then, but never seem to have an explanation what they are for. If I had to guess, they were specifically for a piece of industrial equipment, or an aerospace or military application. Something odd and tricky to work on or operate based on that configuration.

If I had that I would drive the roll pin out and see if there is a ball to hold sockets on the square drive end. If not, look for a rebuild kit to replace the gear/drive end and make it usable again. Fantastic style for a ratchet. Almost too nice to use.
