I wonder if they used wire "ladder" mesh in the joints of the block foundation if this failure could have been prevented?

So the building is good but the blocks were just sitting on the pad and no anchor rebars and no core filling and no anchor bolts to the wall base plates.

Easy there. They used anchor bolts. You can see several blocks that are still connected to the building. How hard or expensive would it have been to grout solid two courses of block?
